The
Bihor County 's first Mount Rescue Team was founded in 1982
in Stei town (former Dr. Petru Groza) by the Local Popular
Council, based on HGM 190/1969.
In 1987, the Mount Rescue
formation of Oradea city was formed by the Popular Council
of Oradea city, with a subsidiary in Alesd town, based on
the same HGM 190/1969.
Both formations were born
as a result of the increasing number of tourists from the
county's mountain area, of mountaineers and speleologists
(explorers or sportspeople), which determined the frequency
of the accidents on this mountain area.
After 1990, these formations
disappeared step by step, by self-abolishment, the background
being the changes in the Romanian civil society and especially
the lack of financial and administrative support by the local
authorities. These were happening while mountain tourism and
mountain sports knew an impressive 'boom', due to the free
circulation, the easy access to the technical-sportive gear
of a high quality and the private initiative in the exploitation
of the mountains tourist potential. Unfortunately, soon the
accidents appeared on an increasing frequency and gravity.
Therefore, on July 1995,
Mountain Rescue Team CRSE Apuseni - Oradea , as a mountain
rescue department of the Ecological Supervising Regional Centre
(CRSE) - Apuseni was founded at the initiative of some former
members of the Oradea Mountain Rescue Team and of some members
of mountaineering and speleological clubs from Oradea city.
In 1997, after 8 month
of pro-Mountain Rescue Team campaign, when there were used
all the legal means for the public opinion and especially
the local authorities to come along, the Bihor County Council
overtook the Mountain Rescue Team CRSE Apuseni - Oradea and
founded Bihor Mountain Rescue Public Service. Bihor Mountain
Rescue Team had no juridical personality, being integrated
in the Patrimony Service of the Bihor County Council - Economical
Board.
Bihor Mountain Rescue Association was
founded on April 2002 . The former and the present members
of Oradea Mountain Rescue Team are considered to be the founders
and also the nucleus of ASM Bihor.
The main objectives of ASM Bihor are:
- to support the activity of Bihor
Mountain Rescue Public Service, from material, technical,
logistical and human point of view
- to develop Mountain Rescue assistance
on Bihor County 's mountain area.
On a secondary plan, we have the following
objectives:
- the promotion of mountain tourism
and specific mountain sports
- the promotion of the concept "touristic
culture and education", a concept specific to the mountain
areas, especially among young people.
- the national and international promotion
of the Romanian Mountains in order to develop the tourism
and its civilized and secure practice.
- the association's involvement in
assisting the human communities affected by disasters and
calamities; in cooperation with other local, national or international
similar organizations.
In 2004, due to the fact that our association
proved in many cases its availability and a great potential
in taking part in any kind of rescue - recuperation activities,
Bihor Mountain Rescue Association has been invited to be a
member of KARISZ - a charity association formed as a partnership
in order to give assistance to the communities in case of
calamities and disasters. There are some organizations from
3 European countries ( Hungary , Slovakia and Romania ) affiliated
to KARISZ, Bihor Mountain Rescue Association being their unique
Romanian partner.
On April 2005, Bihor Mountain Rescue
Service has gained his juridical personality. An agreement
has been signed between Bihor County Council and Bihor Mountain
Rescue Association, by which all the mountain rescue activities
would go on under the coordination of ASM Bihor, being partially
financed by the Bihor County Council.
